I actually had this happen to my work machine running 1511. Starting in 1703, MS changed the start menu dependencies, and it resolved the bulk of those issues. I was able to consistently reproduce the non-loading start menu with Win 10 LTSB 1607 and User Layers in my testing, but it's worked perfectly since 1703. Granted, I haven't tested against the past few versions of App Layering to see if it works any better, but once the start menu disappeared, the only resolution was blowing away the user layer VHD and letting it recreate, which was not a feasible production solution.Unless I was just seeing a bug relating to LTSB, but it doesn't use the tile-based start menu, so I would think it would be less prone to issues than the Enterprise SKU.

So, the first thing I would test would be removing AppDataLocalTileDataLayer from your Folders to Mirror policy, and adding it to the Exclusion list - directories policy so that the User Layer handles this and not UPM.i have just tried that and it is not working either, log file is filling up with the same errors again.I think i stick with UPM disabled for the moment until i get to windows 10 1703 or 1709 or??Seems like a never ending catch-up with windows 10, their rapid release schedule, 18 month shelf life and citrix app layering lagging behind to support the latest versions. Honestly, I'd be looking at 1703 anyway, given that it's more up-to-date and includes changes to how the Start menu is stored (HKCUSoftwareMicrosoftWindowsCurrentVersionCloudStore). It seems like that exact issue is also addressed. I had also considered just not using UPM at all if I had User Layering enabled, since they're basically both doing the exact same thing. I wonder how many people are using both, and if so, why they chose that route.I hear you on never being able to catch up with Microsoft on Windows 10, as we'll be dealing with the same issue. Citrix has been 3-6 months behind supporting every new release of 10 (understandable, given how often MS changes how they do things), so I expect our VDI environment to continually be behind the physical environment.

So long as the user experience is similar, I can live with that. We haven't moved App Layering into Production yet, and by the time we do 1803 will be available. I have spent so much time on 1703 that I'm moving forward with that as our first Production W10 VDI.
